Condition Details / Information Notes
The application site lies outside of any defined development boundary and is therefore located within the open countryside, where development is strictly controlled under Policy SWDPR03 of the South Worcestershire Development Plan Review. The proposal for the erection of nine dwellings does not fall within any of the identified exceptions to this policy. As such, the principle of new residential development in this location is not supported and is contrary to the provisions of the development plan. The Council is able to demonstrate a five-year supply of deliverable housing land, including the appropriate buffer. Accordingly, the relevant policies for the supply of housing are considered to be up-to-date, and the presumption in favour of sustainable development, as set out in paragraph 11(d) of the National Planning Policy Framework, is not engaged. Full weight can therefore be afforded to policies which seek to restrict development in the open countryside.
The proposal represents a sporadic and poorly integrated form of development that fails to reflect the established settlement pattern and would fail to respect the character and appearance of the rural area. The introduction of a residential scheme of this scale and form would erode the openness of the countryside and result in an uncharacteristic and visually intrusive form of development, causing harm to both the immediate landscape and the wider rural setting. The proposal is therefore contrary to Policies SWDPR28 and SWDPR34 of the South Worcestershire Development Plan Review, as well as the relevant provisions of the National Planning Policy Framework.
In the absence of a completed Section 106 agreement, the development fails to secure the necessary planning obligations required to mitigate its impacts. In particular, no provision has been made for affordable housing, NHS contributions, or built sports and community infrastructure contributions. The proposal is therefore contrary to the requirements of Policies SWDPR 19 and SWDPR 07 of the South Worcestershire Development Plan Review, as the relevant aims and objectives of the National Planning Policy Framework.
