| The application site lies outside of defined development boundary within open countryside. The proposed land use would fail to safeguard and (wherever possible) enhance the open countryside contrary to the strategic objectives of Policy SWDP2 (Development Strategy and Settlement Hierarchy) specifically Part A iii. within the South Worcestershire Development Plan, 2016. This identified harm would significantly and demonstrably outweigh the benefits of the proposal and also be contrary to the relevant aims and objectives of the National Planning Policy Framework. |
| The proposal represents an inappropriate form of development which is out of character and keeping with the existing pattern of development in the locality. It would appear as a sporadic addition within open countryside, causing harm to the rural landscape, the nearby conservation area, and the setting of adjacent listed buildings. This impact amounts to less than substantial harm to these heritage assets, which cannot be justified by the public benefits put forward. Accordingly, the proposal conflicts with South Worcestershire Development Plan Policies SWDP6, 21, 24 and 25, and the relevant aims and objectives of the National Planning Policy Framework, including section 15 - Conserving and enhancing the natural environment, and 16 - Conserving and enhancing the historic environment; and would neither safeguard or enhance the character and appearance of open countryside, or the setting of designated heritage assets. Overall, the adverse impacts of the proposal in terms of location and land use of development would significantly and demonstrably outweigh the benefits of the scheme when assessed against the policies in the Framework taken as a whole and the proposed development is contrary to policies SWDP1, 2, 6, 21, 24 and 25 of the adopted South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
