Wychavon District Council of the Civic Centre, Queen Elizabeth Drive, Pershore, Worcestershire WR10 1PT HEREBY CERTIFY that on the 20 November 2025 the matter described in the First Schedule to this Certificate in respect of the land specified in the Second Schedule to this Certificate and outlined in red on the plan attached to this Certificate, was lawful within the meaning of section 191 of the Town and Country Planning Act 1990 (as amended), for the following reason :- On the balance of probabilities, the development was substantially complete before 25 April 2024 and has been complete for at least four years before the date of the application for this Certificate, in accordance with the time limits for taking enforcement action as set out in section 171B of the Town and Country Planning Act 1990. The development is therefore lawful.
