The application site lies outside of a defined settlement boundary within open countryside, and it has not been demonstrated that there is an essential need for a second rural worker’s dwelling to serve the Gloverspiece Group. The proposed development would therefore prejudice the Council’s stated aim of focusing most development on the urban areas, where both housing needs and accessibility to lower-cost public services are greatest. Furthermore, due to the location of the application site and the lack of any direct connections to the surrounding footway network, the proposed development would be highly dependent of the use of the private motor vehicle to access everyday services and facilities. This would lead to unsustainable patterns of travel thus negatively affecting air quality, increasing congestion, and increasing carbon emissions, which contributes to climate change. The lack of any direct connections to the surrounding footway network also means that the proposal fails to address the needs of people with disabilities and reduced mobility in relation to all modes of transport and create places that are safe, secure, and attractive, which minimise the scope for conflict between pedestrians, cyclists, and vehicles.
The proposal development therefore conflicts with Policies SWDP2, SWDP4 and SWDP19 of the South Worcestershire Development Plan, Policies SWDPR 03, SWDPR 06 and SWDPR 24 of the South Worcestershire Development Plan Review and paragraphs 84, 115 and 117 of the National Planning Policy Framework (December 2024). Furthermore, the proposal would undermine wider Government aims and objectives including Net Zero and Carbon emission targets.
Insufficient information has been provided to demonstrate that the development is exempt from the statutory requirement to deliver Biodiversity Net Gains. In the absence of any detailed baseline information it is therefore not possible to ascertain whether the proposal can deliver a Biodiversity Net Gain of at least 10%. The proposal therefore conflicts with Policy SWDP22 of the South Worcestershire Development Plan, Policies SWDPR 29 and SWDPR 30 of the South Worcestershire Development Plan Review, and guidance contained in the National Planning Policy Framework (December 2024), and Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021).
The proposed development, by virtue of its form, massing and general appearance represent poor quality design that fails to respect the character and appearance of the surrounding area. The proposed development therefore conflicts with Policy SWDP21 of the South Worcestershire Development Plan, Policy SWDP 05 of the South Worcestershire Development Plan Review, and Section 12 of the National Planning Policy Framework (December 2024).
