Condition Details / Information Notes
The application site lies outside any defined development boundary and is therefore located within the open countryside where new residential development is strictly controlled. The proposal represents the erection of a new market dwelling which does not fall within any of the exceptions identified under Policy SWDPR03 Part D. Furthermore, the site is not within a location identified for growth within the settlement hierarchy and the development would therefore conflict with the spatial strategy of directing new housing to sustainable locations. In addition, the location of the site and nature of the nearest roads, are such that it would require occupiers to travel to nearby urban centres to access employment and other services. While occupiers would have some options to reach services via foot or bus services, it is inevitable that there would be a significant degree of car use to reach employment and services day to day services. As such, the development proposed would not minimise the need to travel by car. Overall the proposal is contrary to Policy SWDPR03 and Policy SWDPR06 of the South Worcestershire Development Plan and the overarching objectives of the National Planning Policy Framework.
The proposed development would utilise an existing access from Awford Lane, a narrow (approximately 3m wide), unlit and unadopted lane with an uneven surface which connects to the A449. The condition and width of the lane, together with the lack of pedestrian infrastructure and potential conflicts at the A449/Awford Lane junction with agricultural vehicles, cyclists and pedestrians, would result in an unsafe and unsuitable means of access for future occupiers, service and emergency vehicles. The development would therefore result in an unacceptable impact on highway safety. The proposal is consequently contrary to Paragraph 116 and Paragraph 117(b), (c) and (d) of the National Planning Policy Framework and policies SWDPR 06 & SWDPR 28 of the South Worcestershire Development Plan Review and policy TOAD9 of the Ombersley and Doverdale Neighbourhood Plan.
In the absence of a completed Section 106 Agreement to secure the required financial contribution towards the provision of affordable housing, the proposed development fails to comply with the requirements of Policy SWDPR19 of the South Worcestershire Development Plan and is therefore unacceptable.
