| The application site lies outside of any defined development boundary and is therefore located within the open countryside, where development is strictly controlled by Policy SWDPR 03 of the South Worcestershire Development Plan Review. The proposal has failed to demonstrate compliance with Policy SWDPR 15 Part C. In particular, the site is not located within or adjacent to a town or Category 1, 2 or 3 village; insufficient evidence has been submitted to demonstrate that the work element relates to an existing, established and economically viable business that has been trading for at least three years; the residential and employment floor spaces would not be contained within a single cohesive building; the residential accommodation would exceed 100 sq. m; the residential and workspaces would not have separate kitchen facilities; the proposed use would relate to equestrian activities; and the proposal fails to satisfy the requirements of Annex D in relation to the submission of supporting evidence for an established and viable business. The proposal is therefore contrary to Policies SWDPR 03 and SWDPR 15 C parts (i), (ii), (iii), (v), (vi), (ix) and (x) of the South Worcestershire Development Plan Review (March 2026) and the relevant aims and objectives of the National Planning Policy Framework. |
| In addition, to refusal reason no1 above, due to the site not being located near or adjacent to Inkberrow a category 1 village, within the Settlement Hierarchy, the site would be located in the open countryside, where sustainable travel choices are limited and future occupiers would be reliant to a significant extent on private vehicles to access wider services, facilities and education, contrary to Policies SWDPR 01 and SWDPR 06. Therefore, the proposal would fail to represent development of an appropriate scale and type having regard to its location, Settlement Hierarchy classification and infrastructure capacity, contrary to Policy SWDPR 03 Parts D and E of the South Worcestershire Development Plan Review (March 2026) and the relevant aims and objectives of the National Planning Policy Framework. |

| In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the applicant has failed to provide a scheme that would comply with the statutory policies of the development plan and would not overcome the reasons for refusal. Despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
