Condition Details / Information Notes
By virtue of its scale, design and concealment of historic fabric, the proposed extension would not be considered acceptable from a design and heritage perspective. As such, the proposal would cause a small degree of less than substantial harm to the designated heritage assets at Old Pear Tree Cottage, Crowle Cottage and the Crowle Conservation Area, and the non-designated heritage asset of 1 The Old Thatch. The public benefits identified would not outweigh this harm. The proposal would not accord with the conservation aims of policies SWDPR 09 and SWDPR 33 of The South Worcestershire Development Plan Review 2026. The proposal is also not considered to meet the requirements of the National Planning Policy Framework including chapters 12 and 16 as well as Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990

Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking further information following receipt of the application; - considering the imposition of conditions In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
