| The proposal would introduce new residential development into a back land location some 80 metres from the Lime Street road frontage where access would be via a partly unmade and unlit narrow service road where it has not been demonstrated satisfactory means of refuse collection, 2-way passing of vehicles, measures to avoid conflict between pedestrians and vehicles, disabled access and relevant visibility splays are achievable. Furthermore, taking into account the lack of pedestrian footways along the proposed access route, would mean that the proposal would not provide safe, secure and sustainable access arrangements for future occupiers contrary to the provisions of South Worcestershire Development Plan Policy SWDP4, SWDP21 and the National Planning Policy Framework 2021. This significant and demonstrable harm would not be outweighed by the benefits of the proposal. As such the proposal would not constitute sustainable development. |
| The proposal would introduce new residential development into a back land location some 80 metres from the Lime Street road frontage accessed via narrow partly unmade and unlit service road which would form a piecemeal form of development that would not harmonise with the surrounding built form constituting poor design that harms the character and appearance of the area contrary to the provisions of South Worcestershire Development Plan Policy SWDP21, Design Guide SPD (2018) and the National Planning Policy Framework 2021. This significant and demonstrable harm would not be outweighed by the benefits of the proposal. As such the proposal would not constitute sustainable development. |
