| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

| The Development hereby approved shall not be brought into use until the following visibility splays, as shown on drawing Maximum Available Visibility Splays (SK07) within the Transport Statement, doc ref, 6477/TS/B Rev A, have been provided in both directions on Smite Lane:
- Easternmost exit: 2.4m x 112m to the west and 2.4m x 77.8m to the east;
- Caretaker access: 2.4m x 40m to the west and 2.4m x 125m to the east; and
- Staff and Visitor access: 2.4m x 52m to the west and 2.4m x 145m to the east.
Thereafter, the splays shall at all times be maintained free of level obstruction exceeding a height of 0.6m above the adjacent carriageway.
Reason: In the interests of highway safety and achieving safe and suitable access for all users in accordance with Policy SWDPR 06 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework.

| The Development hereby approved shall not be brought into use until the site access strategy, including signage and carriageway markings, as generally shown on drawing Access Strategy Plan (SK08), has been implemented in full and is open to traffic.
Reason: In the interests of achieving safe and suitable highway access for all users in accordance with Policy SWDPR 06 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework.

| The Development hereby approved shall not be occupied until the first 10m of each access into the site (measured from the edge of the adjacent carriageway), has been surfaced in a bound material, the details of which shall have first been submitted to and approved in writing by, the Local Planning Authority.
Reason: In the interests of highway safety in accordance with Policy SWDPR 06 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework.

| The Development hereby approved shall not be occupied until the proposed gates at the westernmost access and easternmost exit have been set back at least 10m from the adjoining carriageway edge and made to open inwards only. Thereafter, the gates shall be opened by 07:30 hours on each operational day during the school-term and shall remain open for the duration of the school day.
Reason: In the interests of highway safety and achieving safe and suitable access for all users in accordance with Policy SWDPR 06 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework.

| The Development hereby approved shall not be occupied until 195 car parking spaces, comprising 45 staff and visitor spaces, 150 general use spaces and 3no. accessible bays have been sited and clearly demarcated as shown on drawing Staff/Visitor Car Parking Layout with Pumping Appliance & Delivery Van Swept Path Analysis (SK09). Thereafter, the spaces shall be kept clear of obstruction and retained solely for the use by the intended user only.
Reason: To ensure that adequate provision is made for the parking of vehicles on-site in accordance with Policy SWDPR 06 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework. |
| The Development hereby approved shall not be brought into use until sheltered and secure cycle parking has been provided in accordance with details which shall first be submitted to and approved in writing by the Local Planning Authority. Thereafter the approved cycle parking shall be kept available for the parking of bicycles only.
Reason: In the interests of promoting sustainable modes of transport and providing safe, secure and convenient cycle parking facilities in accordance with Policy SWDPR 01 and SWDPR 06 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework. |
| The Development hereby permitted shall not be brought into use until a full Travel Plan has been submitted to and approved in writing by the Local Planning Authority. The Travel Plan shall include but not be limited to:
- Measures to reduce the use of single occupancy vehicles by staff and to encourage the use of sustainable modes and car sharing by students;
- An accessibility strategy to specifically address the needs of students and staff with disabilities and additional mobility requirements;
- Student travel survey with a minimum response rate of 70% completed within the first full academic year;
- Staff travel survey with a minimum response rate of 50% completed within the first full academic year;
- A monitoring plan, including annual staff and student travel surveys, for the lifetime of the development; and
- Appointment and contact details of a Travel Plan Coordinator.
Thereafter the Travel Plan shall be implemented, monitored and reviewed in line with the approved details for a minimum period of five years following occupation.
Reason: To reduce single occupancy car travel and provide a genuine alternative for students and employees to travel by active and sustainable modes of transport in accordance with Policy SWDPR 01 and SWDPR 06 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework. |
| Notwithstanding the details shown on DWG No. 015.000 Rev B, before the first use of the development hereby permitted a plan indicating the positions, design, materials and type of boundary treatment to be erected shall be submitted to and approved in writing by the local planning authority. The boundary treatment shall include details of hedgehog highways and be completed before the first use of the development hereby permitted. Development shall be carried out in accordance with the approved details.
Reason: To protect the amenities of properties and ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDPR05, SWDPR28 and SWDPR34 of South Worcestershire Development Plan Review 2026 and the relevant aims and objectives of the National Planning Policy Framework. |
| Before the first use of the Development hereby approved, an external lighting strategy shall be submitted to and approved in writing by the Local Planning Authority. The Development shall not be brought into use until the external lighting scheme has been implemented in full accordance with the approved details.
Reason: In the interests providing sufficient mitigation in relation to any light averse bat species in accordance with Policy SWDPR 29 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework. |
| Prior to the first use of the development hereby permitted, the details set out in the submitted Flood Risk Assessment, ref 6477/2025 Rev B dated January 2026 by EAS Transport Planning Ltd shall be fully implemented and remain thereafter.
Reason: To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with Policy SWDPR 38 and SWDPR 39 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework.

| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Appraisal and Preliminary Roost Assessment report carried out by Arbtech Consulting Ltd dated 07.01.26 and submitted with this application. In particular:
- a Bat Mitigation Plan
- four bat boxes on retained mature trees or buildings
- four bird boxes on retained mature trees or buildings
- precautionary working method statement for common amphibians during conversion works
- precautionary mitigation measures for badgers and hedgehogs during conversion works
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDPR 29 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework |
| School activities associated with the use of the site hereby permitted shall not take place in the hatched area as shown on DWG No. 015.000 Rev B.
Reason:- To ensure the proposal preserves residential amenity and to prevent unacceptable noise pollution to the detriment of human health contrary to policy SWDPR 35 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework. |
| Drainage arrangements shall be provided to ensure that surface water from the driveway and/or vehicular turning area does not discharge onto the public highway. No drainage or effluent from the proposed development shall be allowed to discharge into any highway drain or over any part of the public highway. |

| Worcestershire County Council currently uses Modeshift STARS for the submission, monitoring and review of School Travel Plans. It is expected that as a minimum, the Travel Plan will achieve Approved level accreditation prior to occupation and Good level accreditation within 12 months. Following this, the level achieved will be maintained for a minimum period of five years in line with the condition. It is recommended that the developer makes early contact with Worcestershire County Council’s Travel Planning Officer to register onto the Modeshift STARS site and discuss the accreditation requirements. |
