| The application site lies outside of any defined development boundary and is therefore located within the open countryside, where development is strictly controlled. Fladbury is identified as a Category 4 village within the Settlement Hierarchy and, whilst the site would benefit from pedestrian access to the limited range of services and facilities within the village, it is not served by public transport and future occupiers would be reliant to a significant extent on private vehicles to access wider services, facilities and employment opportunities. The proposal would therefore fail to represent development of an appropriate scale and type having regard to its location, Settlement Hierarchy classification and infrastructure capacity, contrary to Policy SWDPR03 Parts D and E of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework. |
| The application site forms part of an open agricultural field on the edge of the settlement and presently reads as part of the wider undeveloped countryside rather than as a contained infill plot. This part of Fladbury is characterised by a loose and sporadic pattern of roadside development, with open land forming an important aspect of the settlement edge and its relationship with the surrounding rural landscape. The proposed residential development of up to 9 dwellings would represent an inappropriate and uncharacteristic intensification of built form in this location, extending development materially into open countryside, eroding the established field pattern, and failing to respond appropriately to the character and quality of the local area or the Principal Village Farmlands landscape type. The proposal would therefore conflict with Policies SWDPR16, SWDPR28 and SWDPR34 of the South Worcestershire Development Plan Review and the relevant aims and objectives of the National Planning Policy Framework. |
