| The proposed development would introduce incongruous built form into this rural location, outside of the Development Boundary, divorced from the character of the built form of the village, by virtue of the A422 principle road running between the site and the village, with adverse impacts on the openness and character of the landscape by reason of the location and land use. These identified harms would significantly and demonstrably outweigh the benefits of the proposal. The proposal is therefore contrary to Policy SWDPR 03 (Development Strategy and Settlement Hierarchy) together with Policies SWDPR 28 (Design) and SWDPR 34 (Landscape Character) of the South Worcestershire Development Plan Review (March 2026) together with the Worcestershire County Council Landscape Character Assessment 2018 and the relevant aims and objectives of the National Planning Policy Framework. |
| The proposal would result in an adverse visual intrusion into the landscape character type, and openness of the countryside, when viewed from the public right of way (PRoW) Path No US-557 C and vehicular approach along A422 towards Upton Snodsbury from the east, contrary to Policies SWDPR 28 (Design) and SWDPR 34 (Landscape Character) of the South Worcestershire Development Plan Review (March 2026) together with the Worcestershire County Council Landscape Character Assessment 2018, and with regards to the relevant aims and objectives of the National Planning Policy Framework. |
| The proposed development would adversely impact the rural and historic dispersed setting of the landscape, would not be reflective of the character of the spatial pattern of the village, encroach into the countryside, and introduce domestication within the rural landscape that would be uncharacteristic to the identified landscape character ‘Village Claylands Landscape Type’. These identified harms would significantly and demonstrably outweigh the benefits of the proposal. The proposal is therefore contrary to Policies SWDPR 28 (Design) and SWDPR 34 (Landscape Character) of the South Worcestershire Development Plan Review (March 2026), contrary to the Worcestershire County Council Landscape Character Assessment 2018 together with the relevant aims and objectives of the National Planning Policy Framework. |
