| By virtue of its backland nature, the proposed development would appear as an incongruous and poorly integrated form of development that is at odds with the prevailing pattern of development. As such, the proposal would have an adverse impact on the character of the locality and would fail to integrate effectively with its surroundings and landscape. The development is therefore contrary to Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016), the emerging policies of the South Worcestershire Development Plan Review (namely Policies SWDPR 05, 28, 33, and 34) and the relevant aims and objectives of the National Planning Policy Framework. |
| The proposal, by virtue of its backland siting adjacent to Wyre Piddle Conservation Area and in close proximity to Knights Cottage, Saddlestones and the Cross Cottage (Grade II listed buildings), would introduce built form that encroaches further into the historic setting of these designated heritage assets. The proposal would therefore represent an inappropriate form of development in this sensitive location, leading to less than substantial harm to the setting and significance of the designated heritage assets. This harm is not outweighed by the limited public benefits arising from the provision of a single dwelling. As such, the proposal is contrary to Policies SWDP6 and SWDP24 of the South Worcestershire Development Plan, the emerging policies of the South Worcestershire Development Plan Review (namely Policies SWDPR 09 and 33), the aims and objectives of the National Planning Policy Framework, in particular Chapter 16 – Conserving and Enhancing the Historic Environment, and the statutory duties set out in Sections 66(1) and 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990. |
