By virtue of its size, scale and siting, the proposed outbuilding would appear cramped and out of context within the streetscene and would detract from the character of the existing dwelling. As such the proposal would conflict with Policies SWDPR 28 and SWDPR 05 of the South Worcestershire Development Plan Review 2026.

Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; * In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
By virtue of the siting, scale and massing of the proposed outbuilding, the development would have an unacceptable adverse impact on the living conditions of the adjoining property at No.28 School road, creating overshadowing and obstruction of light and outlook. The proposal is therefore contrary to policy SWDPR 28 of the South Worcestershire Development Plan Review 2026.
