Condition Details / Information Notes
The application site lies outside of any defined development boundary and is therefore located within the open countryside, where development is strictly controlled under Policy SWDPR03 of the South Worcestershire Development Plan Review. The proposal for the erection of nine dwellings does not fall within any of the identified exceptions to this policy. As such, the principle of new residential development in this location is not supported and is contrary to the provisions of the development plan. The Council is able to demonstrate a five-year supply of deliverable housing land, including the appropriate buffer. Accordingly, the relevant policies for the supply of housing are considered to be up-to-date, and the presumption in favour of sustainable development, as set out in paragraph 11(d) of the National Planning Policy Framework, is not engaged. Full weight can therefore be afforded to policies which seek to restrict development in the open countryside.
The proposed development would result in a incongruous form of development that encroaches into the open countryside, causing significant harm to the rural character and openness of the surrounding area. The introduction of new dwellings in this countryside location would represent an unwarranted and visually intrusive addition into an otherwise undeveloped rural landscape. This erosion of rural character and loss of openness is considered unacceptable and contrary to the established pattern of development. The development conflicts with Policies SWDPR 03, 28 and 34 of the South Worcestershire Development Plan Review, Policy H5 of the Eckington Neighbourhood Plan and the relevant aims and objectives of the National Planning Policy Framework.
