Condition Details / Information Notes
The proposed development, by virtue of its size, scale and design, would appear unduly dominant within the street scene and would visually compete with the host listed building. As such, the proposal would not represent high-quality design and would fail to preserve the setting of the Grade II listed building at Milburgh House as well as the character and significance of the Conservation Area, resulting in less than substantial harm to these heritage assets. The applications heritage statement also fails to provide sufficient historical details of the associated listed dwelling. No public benefits have been identified which would outweigh this harm. The proposal would therefore conflict with policies SWDPR 05, SWDPR 28, SWDPR 33 and SWDPR 09 of the South Worcestershire Development Plan Review (2026), and the guidance set out in section 16 of the NPPF, including parargaph 207.

Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
