| The application site lies outside any defined development boundary and Pirton is not identified as a settlement within Annex B to Policy SWDPR03 of the South Worcestershire Development Plan Review. The site is therefore located within the open countryside, where development is strictly controlled. The proposal for 2no. residential dwellings has not been demonstrated to fall within any of the exceptions identified under Policy SWDPR03 or any other relevant policy within the Development Plan. Furthermore, Pirton contains no basic day-to-day services or facilities, is not served by public transport and has limited opportunities for safe and convenient travel on foot or by bicycle. Future occupiers would therefore be reliant upon private motor vehicles to access employment, education, shops, healthcare and other essential services and facilities. The proposed location is therefore unsuitable for residential development and would result in an unsustainable and car-dependent form of development within the open countryside. The proposal is therefore contrary to Policies SWDPR01, SWDPR03 Parts D and E and SWDPR06 of the South Worcestershire Development Plan Review, together with the relevant sustainable development and transport objectives of the National Planning Policy Framework. |
| The proposed use of the land for residential development and the amount of development, comprising up to two dwellings, would result in the permanent domestication of a heavily vegetated and undeveloped parcel of land which contributes to the soft rural edge and landscape setting of Pirton. The development would introduce built form, residential curtilages, vehicular parking, lighting, domestic activity and associated residential paraphernalia into a heavily vegetated and landscape-led site. The proposals would not consolidate an established built frontage but would extend residential development into the open countryside, eroding the loose-knit and dispersed settlement pattern and the wooded and estate landscape characteristics of the Croome Estate Farmlands. The proposed land use and amount of development would therefore fail to respond positively to the character and quality of the local area and would cause harm to the rural character and appearance of the site and its wider landscape setting. The proposal is contrary to Policies SWDPR03, SWDPR16 Parts B and H and SWDPR34 of the South Worcestershire Development Plan Review, together with the relevant character, landscape and effective use of land objectives of the National Planning Policy Framework. |
| In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the principal of the proposal is considered contrary to our statutory policies and negotiation would not overcome that reason for refusal. Despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
