| The proposed development, by reason of its excessive scale, footprint, massing, layout and architectural design, would represent an overdevelopment of the site, resulting in a cramped and contrived form of development that would appear visually dominant and incongruous within the street scene. The proposal would introduce an overly intensive form of frontage development, with limited separation between dwellings, extensive areas of hardstanding and parking and the removal of existing conifers that currently soften and screen the site, thereby increasing the prominence of the development. Furthermore, the repetitive and uniform design of the proposed dwellings, together with their substantial roof forms and broad frontages, would fail to respond positively to the established character, appearance and local distinctiveness of the surrounding area. As such, the proposal would cause unacceptable harm to the character and appearance of the site and the wider locality and would fail to achieve a high standard of design. The proposal is therefore contrary to Policies SWDPR28 and SWDPR34 of the South Worcestershire Development Plan Review, the Wychavon Design Code (2026) and the South Worcestershire Design Guide Supplementary Planning Document (2018). |
| The proposed dwellings (Plots 1 and 3) fail to provide adequate internal living accommodation. Bedroom 2 shown on Planning reference 1364 03 within each dwelling has a floor area of approximately 8.9m², which falls below the minimum 11.5m² required for a double (or twin) bedroom under the Nationally Described Space Standard. The proposal therefore fails to provide satisfactory living accommodation for future occupiers, contrary to Policy SWDPR17,SWDPR28 and SWDPR35 of the South Worcestershire Development Plan Review, 2026 and the Nationally Described Space Standard. |
| Insufficient information has been submitted to demonstrate that the proposed development can be served by an appropriate and sustainable means of surface water drainage. In particular, no BRE 365 infiltration testing has been submitted to determine the appropriate form of sustainable surface water disposal for the development. In the absence of this information, the Local Planning Authority cannot be satisfied that the proposed development would provide an appropriate and sustainable surface water drainage strategy in accordance with Policies SWDPR38 and SWDPR39 of the South Worcestershire Development Plan Review (2026). The proposal is therefore contrary to those policies and the relevant aims and objectives of the National Planning Policy Framework. |
| The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against planning policy and any other material considerations by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reasons for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. The Local Planning Authority is willing to provide pre-application advice in respect of any future application for a revised development. |
