| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

To define the permission in accordance with policies SWDPR01 and SWDPR03 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework. |
| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDPR 39 of the South Worcestershire Development Plan Review 2026. |
| No development shall take place (including site clearance) until a Precautionary Working Method Statement (PWMS) for Roosting Bats has been submitted to and approved in writing by the Local Planning Authority. The PWMS will be completed by a suitably qualified ecologist and the approved PWMS shall include:
- The need for a pre-commencement inspection if works take place during the roosting season;
- A method statement setting out how works can proceed in ways that are least likely to harm or disturb roosting bats, if present;
- Details (including the models, specifications and details) of at least one bat box to be installed on the building after the completion of works;
- An Implementation Timetable.
The PWMS shall be implemented in full according to the approved specified timescales, unless otherwise agreed in writing by the Local Planning Authority.
Reason – To ensure compliance with the Conservation of Habitats and Species Regulations 2017 and Wildlife and Countryside Act 1981 (as amended) and minimise impacts on protected species in accordance with SWDPR 01 and SWDPR 29 of the South Worcestershire Development Plan Review 2026.

| Prior to the first use / occupation of the development hereby approved, either a bat box (e.g. Ibstock enclosed bat box, Habibat bat box, Schwegler Wall-mounted Bat Shelter 2FE, Schwegler 2F Bat Box) and/or a bird box ( e.g. sparrow terrace, Schwegler 1b, vivaro pro Seville, vivaro pro Barcelona) shall be installed within the land ownership of the site. There should be clear flight path to the box without any clutter directly in front of the entrance. Bat boxes should be installed at least 4m above ground-level, facing south (or southwest/southeast), and not placed above windows. Nest boxes for tits, sparrows or starlings should be fixed two to four metres up a tree or a wall. Open-fronted boxes for robins and wrens need to be low down, below 2m, well hidden in vegetation. Bird boxes should face between north and east to avoid strong sunlight.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDPR29 of the South Worcestershire Development Plan Review 2026. |
| This permission does not authorise the Applicant to create or amend a vehicular crossing over a footway or verge within the public highway or to gain access to the public highway.
Prior to any works commencing, the Applicant must apply for and obtain a S184 Licence under the Highways Act 1980. The Applicant is responsible for all costs associated with a S184 Licence application and the construction of the works covered by the Licence.
The Contractor/ Licensee has overall responsibility for any works taking place in the public highway. All contractors working on the public highway must hold valid New Roads and Street Works Act (NRSWA) 1991 work cards.

| WRS has reviewed available documents and records in respect of potential contaminated land (PCL) issues at the above application site.
The proposed development is situated within 250m of a registered landfill or significant area of unknown filled ground which potentially could produce landfill gas.
The applicant is advised to consider incorporating matching landfill gas protection measures within the foundations of the proposed extension(s), so as not to compromise any existing gas protection measures which may have been installed in the existing building. If the existing building has no protection measures currently there is no need to install gas protection measures within the proposed extension.
REASON
To ensure that the risks to buildings and their occupants from landfill sites are adequately addressed. |
| WRS has reviewed available documents and records in respect of potential contaminated land (PCL).
Due to the proximity to three historic landfill sites, WRS recommend that an asbestos survey is undertaken.
Any mitigation measures identified as being necessary following the survey should be implemented prior to demolition.
Appropriate asbestos surveys prior to demolition/alterations and handling of asbestos containing materials (ACM) during works should be undertaken by competent and qualified professionals with experience of surveying and handling of such materials.
Any ACMs should be disposed of appropriately such that the development site may not be considered contaminated land under Part 2A at a later date.
