| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - providing pre-application advice In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
| Given the significant increase in built form, scale, bulk and massing, the proposal would exceed what could reasonably be regarded as a proportionate extension to the original dwelling and would therefore fail to meet the exception under Policy GB7. The development would consequently constitute inappropriate development in the Green Belt. The proposal is therefore contrary to Policy SWDPR 04 of the South Worcestershire Development Plan Review and Policies GB6 and GB7 of the National Planning Policy Framework. |
| The proposed development, by reason of its scale, form, two-storey massing, siting towards the historically sensitive western end of the dwelling and contrasting material palette, would constitute an overly substantial and visually dominant addition that would fail to remain appropriately subordinate to the host cottage. The proposal would not be of a high quality design and would erode the established vernacular character, legibility and significance of the dwelling as a non-designated heritage asset and detract from its positive contribution to the rural character of Crown Lane. The proposal therefore conflicts with Policies SWDPR05, SWDPR09, SWDPR28 and SWDPR33 of the South Worcestershire Development Plan Review and Policies DP3and HE7 of the National Planning Policy Framework. |
