Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Surface water run-off from the proposed development shall be disposed of as described in the submitted Water Management Statement. Reason - To ensure that surface water run-off is dealt with in an appropriate and sustainable manner in accordance with policy SWDP29 of the South Worcestershire Development Plan.
The outbuilding hereby approved shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 2 Hollowcombe Cottage. Reason - (i) To avoid the long term establishment of a separate unit of residential accommodation in an isolated location without sufficient justification in accordance with policy SWDP2 of the South Worcestershire Development Plan, and (ii) use of the building as a separate residence would provide occupiers with an inadequate level of amenity by virtue of the small size of the accommodation and lack of private amenity space contrary to policy SWDP21 of the South Worcestershire Development Plan.
The external walls and roofs of the extension and annex hereby approved shall be constructed in accordance with the details provided with the application. Reason - To ensure that the development is visually satisfactory in accordance with policy SWDP21 of the South Worcestershire Development Plan.
The development hereby permitted shall be carried out in accordance with the recommendations set out in the "Discussion and Recommendations" section of the letter report entitled "Bat Inspection and Activity Surveys" carried out by CSA Environmental dated 9 September 2016 and submitted with this application. In particular: - ensuring that certain parts of the roof are soft-stripped by hand; - use of Bitumen felt roof liner or similar breathable membrane; - enhancement for bats through the provision of a bat roosting feature; and - careful control of external lighting away from bat roosting and foraging habitat. Details of the type and location of the chosen bat roosting feature shall be submitted to and approved in writing within one month of the commencement of the development. The approved details shall be installed prior to the development hereby permitted first being occupied/used and retained thereafter. Reason - To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 109 and 118 of the National Planning Policy Framework and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2010, and in accordance with Policy SWDP22 of the South Worcestershire Development Plan.
The finished ground floor level of the annex shall be set at 100.90m AOD. Reason - To ensure that the annex is adequately protected from surface water flood risk in accordance with Policies SWDP21, SWDP28 and SWDP29 of the South Worcestershire Development Plan.
The development hereby permitted shall be carried out in accordance with the following approved plans: Original plans: AL(0)04; AL(0)05; AL(0)06; AL(0)10 Rev B; AL(0)11 Rev B; AL(0)15; AL(0)16 Rev A; AL(0)20 Rev B; AL(0)21 Rev A; Amended plans: (received on 3/1/17) AL(0)07 Rev A; AL(0)17; Reason - To define the permission.
Positive and Proactive Statement In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; and - considering the imposition of conditions. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.
Should ground conditions prove unsuitable for the use of soakaways then the applicant will need to submit an alternative means of disposal for surface water from the development. Where possible sustainable drainage systems should be incorporated into the design and additional flow should not be discharged downstream so that flooding problems are not exacerbated or created.
