The proposal would create a grand and imposing dwelling, which architecturally draws on examples of Elizabethan and Jacobean manor houses. In particular the proposed use of crenulations, a status symbol, creates a building which is looking to replicate something which is of high status. This would create a strong and harmful competing element into the landscape in which the St John the Baptist Church, a Grade I Listed Building is experienced. This will in turn be harmful to its intentional physical and visual primacy of the church in this elevated location. The proposed additions would create a dwelling which would be a much more prominent element within the group of building around the church, eclipsing the Grade ll Old Rectory North, and further harming the way in which this asset is appreciated, both individually and in its relationship with the Grade I listed church. In addition the extension of the building, would have the visual appearance of a manor house and harm the interrelationship between the listed church and the scheduled monument remains of Strensham Castle, being the existing Manor House in Lower Strensham. The alterations would create a dwelling which would read in long views as a manor house, and which could confuse and reduce the ability to understand the setting of the church and the abitly to acknowledge and appreciate the significance of the scheduled monument. It would therefore be a competing dwelling, which would undermine the ability to understand the interrelationship of the historic buildings within the wider landscape, and thereby harm the contribution which its setting makes to its significance. The application therefore fails to comply with policies SWDP6 (Historic Environment) and SWDP 24 (Management of the Historic Environment), of the adopted South Worcestershire Development Plan (2016) and is identified as also being contrary to the requirements of section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990. In addition the proposal fails to comply with the policy SWDP21 of the South Worcestershire Development Plan 2016 as well as the provisions of the NPPF.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways - providing pre-application advice; - seeking further information following receipt of the application; - considering the imposition of conditions In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 38 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
