Condition Details / Information Notes
The proposed outbuilding by virtue of its size, height and position forward of the associated main house on the site would be a conspicuous feature in the street scene where there would be no other outbuildings of such size/height. Whilst the outbuilding has been moved away from a mature front boundary hedge to reduce impact upon it, the survival of the hedge cannot be secured in perpetuity and in such case the impact and harm caused to the street scene by the proposal would be exacerbated. The proposal, therefore, fails to integrate effectively with its surroundings, fails to represent high quality design and is therefore contrary to Policy SWD21 of the South Worcestershire Development Plan 2016. In addition, the proposal conflicts with guidance contained in the South Worcestershire Design Guide Supplementary Planning Document which advises garages /outbuildings wholly located in front gardens can over-dominate the front of the property and detract from the street scene.
The following plans are relevant to this decision: Original plans: Existing Block Plan; 43 01 Amended plans: (received on 24 October, 2018) Proposed Block Plan Rev B; Amended plans: (received on 31 October, 2018) 43 02 Rev B; 43 03 Rev B; Reason: To define the permission.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; and - considering the imposition of conditions. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 38 of the NPPF.  Despite these efforts, the Council still considers that planning permission should be refused for the reasons set out above.
