Condition Details / Information Notes
1. The site lies in open countryside outside any defined development boundary (as defined by Policy SWDP2 and NP1) where new development is to be strictly controlled and limited to specific uses, none of which apply in this case. The proposed development would represent a harmful encroachment into the open and undeveloped countryside. Accordingly the development would undermine and would be contrary to the development strategy set out in Policy SWDP2 of the South Worcestershire Development Plan (2016) and Policy NP1 of the Bredon Parish Neighbourhood Plan (2017) and paragraph 174 of the National Planning Policy Framework 2021.
2. The application fails to demonstrate that the proposed development would not have an adverse impact on the habitats of breeding birds, notably Curlew, on adjoining and nearby sites due to the urbanising effect and construction impacts of the development. The proposal is therefore contrary to Policy SWDP22 of the South Worcestershire Development Plan (2016) and Policy NP14 of the Bredon Parish Neighbourhood Plan (2017) and paragraph 180 of the National Planning Policy Framework 2021.
3. The application fails to demonstrate that the proposed development would not have an adverse impact on the tranquillity of the Cotswold Area of Outstanding Natural Beauty (AONB) due to additional traffic and activity taking place within and adjoining the AONB. The proposal is therefore contrary to Policy CE4 (Tranquillity) of the Cotswolds AONB Management Plan 2018-2023 and the associated Position Statement on Tranquillity, Policy SWDP23 of the South Worcestershire Development Plan (2016) and paragraphs 174, 176 and 177 of the National Planning Policy Framework 2021.
