The works to which this Listed Building Consent relates must be commenced before the expiration of three years beginning with the date of this consent.
Reason: To conform with the requirements of Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents –

Reason: To define the permission. |
(A) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and:
1) The programme and methodology of site investigation and recording.
2) The programme for post investigation assessment.
3) Provision to be made for analysis of the site investigation and recording.
4) Provision to be made for publication and dissemination of the analysis and records of the site investigation.
5) Provision to be made for archive deposition of the analysis and records of the site investigation.
6) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation.
(B) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.
Reason: In accordance with the requirements of paragraphs 194 and 205 of the National Planning Policy Framework 2012 (as amended) and SWDP 6 & 24 of the South Worcestershire Development Plan 2016. |
No building operations hereby permitted shall commence until details of the materials to be used in the construction of the external surfaces of the Cow Shed and Stable buildings hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:-
- detailed specification of the new weatherboarding showing the dimensions, profile and a description of the stain or paint finish to be applied to the boarding:
- external joinery details along with architectural details of the proposed external finishes, heads, sills, position in wall reveal and any surrounding dressings (elevational drawings at a minimum scale of 1:20 and vertical sectional drawings at minimum scale of 1:2);
- window sections, eaves, verges, dormers, quoins, window quoins, and mullions;
- details of the approved rooflights, including drawings showing design, materials and profile; - details of external doors including information on finish;
- details of rain water goods including information on material, colour and finish.
The development shall be carried out using the materials as approved.
Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.

Prior to the commencement of development hereby permitted, a schedule of works shall be submitted to and approved in writing by the local planning authority.
The work shall be carried out in accordance with the approved schedule of works.
Reason: To ensure the proposed development conserves and enhances the historic environment as required by SWDP6 and SWDP24. |
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:
- seeking further information following receipt of the application;
- seeking amendments to the proposed development following receipt of the application;
- considering the imposition of conditions.
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. |
Before the first use/occupation of the development hereby permitted details of a precise specification of the proposed materials for the hard landscaping of the site (including roads, paths, parking areas and other hard surfaces) shall be submitted to and approved in writing by the local planning authority. The hard landscaping of the site shall be completed before [the first use/occupation of the development hereby permitted ] or [in accordance with a timetable agreed in writing by the local planning authority]. Development shall be carried out in accordance with the approved details.
Reason - To ensure the proposed development represents high quality design and does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan. |
Notwithstanding the information submitted, no development shall take place until an ecological mitigation and enhancement scheme has been drawn up by a suitably qualified ecologist, submitted to and approved in writing by the local planning authority. The scheme shall be based on the recommendations contained within the Preliminary Bat Roost Assessment and Bird Survey (dated 9th June 2020) completed by S. Christopher Smith and shall include detailed types and locations for bat and bird boxes. The works shall thereafter be carried out in accordance with the approved details and timetable.
In addition, the buildings shall be subject to an inspection by a suitably qualified ecologist prior to the commencement of any works in order to ensure that bats are still absent and the recommendations are still valid.
Should the update inspection find evidence which would require a material change to the recommendations then no development shall commence until an amended strategy has been submitted to and agreed in writing with the local planning authority.
Furthermore, reasonable avoidance measures to ensure amphibians are not harmed during site clearance or construction works shall be submitted to and approved in writing by the local planning authority prior to commencement of development hereby permitted.
On completion of works the development shall be inspected by a qualified ecologist and a statement of conformity together with a copy of any bat licences, as appropriate, shall be submitted to the Local Planning Authority to confirm whether all of the measures have been implemented in accordance with the details approved under this condition.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2017.

Before the development hereby permitted is first occupied/used, details of any external lighting to be provided in association with the development shall be submitted to and approved in writing by the Local Planning Authority. The details shall include times when the external lighting will not be switched on. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided on the application site. Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP1, SWDP21 and SWDP25 of South Worcestershire Development Plan and to ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan. |
