Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Prior to any building works being first commenced, detailed drawings of the proposed rooflight(s) showing design, materials and profile shall be submitted to and approved in writing by the Local Planning Authority before fixing in place and shall be fitted so that it is flush with the outer plane of the roof slope. The works shall be carried out in accordance with the approved details. Reason - To ensure the historic and architectural character and appearance of the conservation area is properly preserved or enhanced, in accordance with Policy ENV12 of the adopted Wychavon District Local Plan (June 2006).
The materials to be used in the construction of the external surfaces of the extension hereby permitted shall match those used in the existing building. Reason - To ensure that the proposed works are executed in materials, which harmonise satisfactorily with the existing building.
Prior to any building works being first commenced, detailed drawings of the proposed external front door showing design, sections, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority. The works shall be carried out in accordance with the approved details. Reason - To ensure the historic and architectural character and appearance of the conservation area is properly preserved or enhanced, in accordance with Policy ENV12 of the adopted Wychavon District Local Plan (June 2006).
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason - To ensure that an appropriate sustainable drainage system is provided to serve the development and to reduce the consumption of water. This is in accordance with the SPD on Water Management.
In the consideration of this application, the Council has had regard to the following policies:- Wychavon District Local Plan (adopted June 2006) Policy GD2 (General Development Control – includes general criteria used for the assessment of all proposals) Policy ENV12 (Conservation Areas (General) – requires proposals for development to either preserve or enhance the appearance and character of Conservation Areas) Policy ENV18 (Development in Areas of Low to Medium Flood Risk - includes criteria for development in low to medium flood risk areas) Policy ENV19 (Surface Water Run-Off – encourages the provision of Sustainable Drainage Systems) Policy ENV1 (Landscape Character – includes criteria relating to impact on the landscape for the assessment of all proposals) Policy SUR1 (Built design – requires new buildings to demonstrate a high standard of design and make a positive contribution to visual quality of the area). Policy SUR6 (Extensions to buildings – includes criteria for assessing extensions to existing buildings) Worcestershire County Structure Plan (adopted June 2001) Policy CTC.1 (Landscape Character - includes criteria relating to impact on the landscape for the assessment of all proposals) Policy ENV19 (Surface Water Run-Off – encourages the provision of Sustainable Drainage Systems) Policy CTC.19 (Areas and Features of Historic and Architectural Significance – seeks to ensure that development does not adversely affect features and areas of historic/architectural significance) Policy CTC.20 (Conservation Areas – states that special attention will be given to the desirability of preserving or enhancing the character and appearance of Conservation Areas) Residential Design Guide Supplementary Planning Document (Wychavon District Council, adopted September 2010) The Council finds that:- the proposed development would not have an adverse impact on the amenities of other residences to justify refusal of planning permission; and the proposed development demonstrates a high standard of design that is appropriate in the existing natural and built context; and it has been shown that the proposed development will include satisfactory drainage facilities to deal with surface water run-off; and the proposed development would preserve or enhance the character and appearance of the Conservation Area; and the proposed development complies with all the relevant planning policies referred to above and that there are no justifiable reasons to refuse planning permission.
