The proposed replacement dwelling, at approximately 127% larger than the existing, is not considered to be similar in size or scale to the existing property and the application has failed to demonstrate that the substantial increase in size and scale proposed is demonstrably preferable in terms of either site planning or design. Furthermore, it is not considered that the fall-back position of the extensions that could be constructed under permitted development as demonstrated under application W/13/01454/LUP, would justify such a significant increase in the size and scale of the existing dwelling. As such it is considered that the proposed development fails to comply with criterion c) of saved Policy RES9 of the Wychavon District Local Plan (June 2006) |
In light of the information submitted from both the structural engineers and the construction consultants, who conclude that the refurbishment of the existing property could yield approximately a 21% return on investment, it is not considered that this application has satisfactorily demonstrated that the proposed replacement dwelling would be preferable in terms of sustainability to conversion and/or repair and extension. No details of any energy efficient measures to be incorporated in to the proposed replacement dwelling has been submitted. The proposed development is therefore considered contrary to criterion b) of saved Policy RES9 of the Wychavon District Local Plan (June 2006). |

Positive and Proactive Statement In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; - considering the imposition of conditions In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraphs 186 and 187 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
