Condition Details / Information Notes
The proposal involves the extension of a building comprising a residential barn conversion. However, the barn conversion was only allowed as a reuse of an existing building. The proposed extension is not considered to preserve the original character of the building, and would represent an incongruous addition to the detriment of the historic and traditional character of the converted barn. It is considered that the size, scale and design of the proposed development would have a detrimental impact on the character and form of the converted farm building. The proposals is therefore contrary to saved Policies GD2, SUR1 and SUR6 of the Wychavon District Local Plan as well as guidance contained in the Reuse of Rural Buildings - Supplementary Planning Document.
Approval of this proposal would be likely to result in the submission of further similar proposals which would be more difficult to resist and would, progressively, harm this rural area.

Positive and Proactive Statement In dealing with this application, the Council has worked with the applicant in the following ways:- Discussed the submission with the agent and highlighted unresolvable issues with the proposal. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraphs 186 and 187 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
