Reason: To define the permission.
In accordance with the provisions of condition no. 2 attached to planning permission ref. no. 13/00132, the following documents are hereby approved for the purpose of meeting the requirements of this condition:-
- Persimmon drawing number P-1- Rev F (Illustrative Masterplan)
Reason: To define the details required to be approved by condition no.
In accordance with the provisions of condition no. 3 attached to planning permission ref. no. 13/00132, the following Phasing Plan documents are hereby approved for the purpose of meeting the requirements of this condition:-
- details as shown on Persimmon drawing number P-09 (Phasing Plan)
- details as set out in letter from Elizabeth Woods dated 21 December 2018)
Reason: To define the details required to be approved by condition no.
The earthworks as shown on the approved plans shall be carried out in accordance with the details set out in the Environment Statement submitted the Green space Environmental Limited letter dated 19 November 2018
Reason To ensure any earthworks results in no undue environmental harm.
Notwithstanding the information shown on the approved plans, the commencement of construction works on the houses hereby permitted shall not commence until details of the materials to be used in the construction of the external surfaces of the dwellings hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:- - type, colour, texture, size, brickwork/stonework; - type, colour, texture, size and design of roofing materials;
- details of window frames;
- details of porches
- details of external doors/garage doors including information on finish;
- a precise specification of the proposed external render or plaster ;
The development shall be carried out using the materials as approved.
Reason - To ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan.
Before the first occupation of the units on plot 11/12 the window(s) at first floor level in the west facing elevation shall be fitted with Pilkington Level 4 obscured glazing or equivalent and shall be permanently retained in that condition thereafter.
Reason - To protect the amenities of adjoining/nearby properties from unacceptable overlooking/loss of privacy and/or represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan.
Prior to the first occupation of the dwellings on plots 8, 9 and 10, the photovoltaic panels as shown on Persimmon drawing number P-12 shall be provided and fully operational. The panels shall remain operational whilst these units are occupied.
Reason: To ensure the development incorporates renewable energy generation facilities in accordance with policy SWDP27 of the South Worcestershire Development Plan 2016.
The garages with electric vehicle charging points as shown on the approved plans shall be provided and the charging point operational before the first occupation of the associated dwellings.
Reason: To ensure the proposed development incorporates sufficient parking facilities in accordance with policy SWDP21 of the South Worcestershire Development Plan 2016.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking further information following receipt of the application;
- seeking amendments to the proposed development following receipt of the application;
- considering the imposition of conditions.
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.
Prior to the installation of any trees forming part of the approved landscape scheme and that lie adjacent to or as part of the main road access hereby approved, details of tree supporting infrastructure and root ball protection shall be submitted to and approved in writing by the local planning authority. The trees shall be planted and supported in accordance with the approved details.
Reason: To ensure the proposed landscaping is adequately protected and supported without detriment to highway safety.
In accordance with condition 6 attached to outline planning permission ref. no. W/13/00132, the landscape details hereby permitted shall be managed and maintained in accordance with the details set out in RPS Landscape Management Plan and Maintenance Schedule for all Amenity Areas document rec C – 20-03-19
Reason: To ensure the proper management of the proposed soft landscaping.
In accordance with condition 8 of outline planning permission ref. no. W/13/00132, no works to trees on the site, or groundworks within the canopy spread of trees, shall be carried out apart from those specified Rob Keyzor Aboricultural Survey and Impact Assessment REV A dated February 2019.
Reason: To ensure the proposed development causes no unnecessary harm to existing trees.
