The application site lies outside of the settlement boundary of Bishampton and is therefore in the open countryside, where new dwellings are only permitted in a limited number of circumstances. In this case, the circumstances put forward for the scheme does not justify a departure from Development Plan policies. The proposal is therefore contrary to Policy SWDP2 of the adopted South Worcestershire Development Plan and Central Government advice contained within the National Planning Policy Framework (NPPF). |
The proposal would encroach onto an area of undesignated green space which would spoil its open character, harm wider viewpoints from the north and the south and negatively impact the position and setting of public footpaths. The scheme would harm the Village Claylands landscape as development on pastureland that positively contributes to the village and should be preserved. The proposal is therefore considered to be contrary to the requirements of Policy SWDP25 of the adopted South Worcestershire Development Plan, Worcestershire's Landscape Character Assessment (LCA) and Central Government advice contained within the National Planning Policy Framework (NPPF). |
The development would be sited on land that is occupied by infrastructure connected to a surface water flood alleviation strategy for this part of Bishampton. In the absence of evidence that demonstrates otherwise, the scheme would amount to an incompatible land use, whereby the effectiveness of this infrastructure already in place cannot be compromised. In addition, the ongoing maintenance and management of this infrastructure would harm the living conditions of the occupiers of the new dwelling through noise, mud and vibrations, and affect the useability of the sole vehicular access to the dwelling when the works require its closure to access underground pipework, which would be inappropriate and unacceptable in the event of an emergency. The development therefore falls contrary to Policy SWDP1, SWDP21 and SWDP30 of the South Worcestershire Development Plan and Central Government advice contained within the National Planning Policy Framework (NPPF). |
Wychavon Council seeks to work proactively with applicants to secure developments that improve the economic, social and environmental conditions of an area in accordance with Paragraph 38 of the National Planning Policy Framework. However in this case the application is not considered to fulfill this objective in principle, having regard to relevant development plan policies and material planning considerations. |
