The application site is situated outside of a defined development boundary within an area of open countryside. It is not allocated for development within the adopted SWDP. Policy SWDP2C sets out exemptions, however this is only where it accords with other specific defined policies. The locational strategy of the plan is to ensure a sustainable pattern of development is achieved. The proposed development would go against the SWDP Development Strategy and the principles it is based upon (as set out under policy SWDP2) in that it would not safeguard or enhance the open countryside (Part A point iii) ) nor encourage the effective use or re-use of brownfield land (Part A point iv). As such it is contrary to Part A Points iii and iv of the SWDP2 (Development Strategy and Settlement Hiearchy) of the South Worcestershire Development Plan, 2016. |
The location and condition of nearby roads do not include footways, nor are lit and do not encourage sustainable journeys even for the shortest journeys. Future occupants of the site would not have access to a choice of travel modes with access to education, health, retail and other local amenities heavily dependent on private car use, resulting in a poor connection between people and places and a poorly integrated development. This is identified as an adverse impact in the balancing exercise. As such the proposal would be contrary to policies SWDP2 (Development Strategy and Settlement Hierarchy) and SWDP 4 (Moving Around South Worcestershire) of the South Worcestershire Development Plan, 2016 and the sustainability objectives of the National Planning Policy Framework, 2021. |
The proposed development would result in adverse impact on the character of the landscape by reason of the location and land use which would result in encroachment into the countryside and introduce domestication within the rural landscape that would be uncharacteristic to the identified landscape character ‘Village Claylands Landscape Type’ . Subsequently the introduction of built form into this rural location divorced in nature to the built form of the village, would adversely impact the rural and historic dispersed setting of the area and would not reflect the charcter of the spatial pattern of the village. These identified harms would significantly and demonstrably outweigh the benefits of the proposal. The proposal is therefore contrary to Part F of Policy SWDP 2 (Development Strategy and Settlement Hierarchy) together with Policies SWDP21 (Design) and SWDP25 (Landscape Character) of the South Worcestershire Development Plan, 2016 together with the Worcestershire County Council Landscape Character Assessment 2018 and with regards to the with the objectives of the National Planning Policy Framework, 2021. |
The proposal would result in a adverse visual intrusion into the landscape character type when viewed from the footpath reference 506 (B ) (part of the Millenium Way) contrary to Policies SWDP21 (Design) and SWDP25 (Landscape Character) of the South Worcestershire Development Plan, 2016 together with the Worcestershire County Council Landscape Character Assessment 2018 and with regards to the with the objectives of the National Planning Policy Framework, 2021. |
Within the Designated Rural Areas on sites of less than 5 dwellings a financial contribution towards local affordable housing provision should be made, based on the cost of providing the equivalent in value to 20% of the units as affordable housing on site. The sum is payable on completion of the development. The sum required to be secured through a legal obligation (S106) is £12,797 per dweling. A mechanism required to secure payment has not been provided. The proposal is therefore contrary to Policy SWDP15 (Affordable Housing) within the South Worcestershire Development Plan, 2016. |
