The proposed replacement dwelling, due to the lack of justification to demonstrate how accommodation needs cannot be met through the alteration, extension and/or refurbishment of the existing dwelling, and also being disproportionately larger than the existing dwelling, fails to comply with policy SWDP 18 of the South Worcestershire Development Plan (2016). |
The proposal would constitute inappropriate development which, by reason of its scale, height and massing, would result in detrimental impact on the essential characteristics of the Green Belt, being its openness and permanence and preventing urban sprawl by keeping land permanently open. No very special circumstances are considered to have been demonstrated that would outweigh this harm to the Green Belt. The proposal is therefore contrary to policy SWDP 2 of the of the South Worcestershire Development Plan (2016), and Chapter 13 of the National Planning Policy Framework (2023). |
The proposed replacement dwelling, due to its excessive scale, height, bulk and massing, would introduce a visually dominant form of residential development to Summerfield Lane, which would detract from the prevailing character of the surrounding area. The proposal is therefore contrary to policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016), Chapter 12 (Achieving well-designed and beautiful replaces) of the of the National Planning Policy Framework (NPPF) (2023), and the South Worcestershire Design Guide Supplementary Planning Document (2018). |
The proposal would seek to achieve water usage per person of 120 litres a day, contrary to part C of policy SWDP 30 of the South Worcestershire Development Plan (2016) which requires housing proposals to demonstrate that the daily non-recycled water use per person to not exceed 110 litres per day. |
