The proposed development is identified to harm the contribution made by their setting to the significance of two listed buildings, Midcott and Little Cottage, adjacent to the application site. The harm to these heritage assets is assessed to be less than substantial as defined by the National Planning Policy Framework (NPPF). In accordance with paragraph 208 of the NPPF the public benefits associated with the delivery of the proposed development must be weighed against the harm to the heritage assets. In this instance the public benefits associated with the proposed development would not outweigh the harm to the heritage assets. It is therefore also identified that the application is contrary to the provisions of South Worcestershire Development Plan policies SWDP6 and SWDP24, the relevant aims and objectives of the NPPF, and Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990. |
